Now the really big problem with your solution is it doesn't prevent someone from stalling. Even if you disabled it for some games this could possibly force a player to misplay which is never a good thing. There is no easy way to separate non full control games from full control games. They could keep it off while in matchmaking, but then turn it on when they get in game. Someone might even turn it on for a single turn if they know there is something they want to do.
